What is the EU PPWR?
The Packaging and Packaging Waste Regulation (PPWR), officially Regulation (EU) 2025/40, entered into force on February 11, 2025. It replaces the previous Packaging Directive and introduces binding targets for packaging sustainability, including strict limits on empty space (void ratio) in packaging.
PPWR Void Space Limits
The PPWR restricts the ratio of empty space within packaging. The void ratio is calculated as:
Void Ratio = (Internal Volume - Product Volume) / Internal Volume × 100%

Who Does PPWR Apply To?
